After over 2 hours on hold with 2Kgames i got some one and he helped me. he told me to go to start, my documents, my games, civ 5, then to GraphicsSettingsDX11 open it and go to the bottom of the page where it says WindowResX = #### WindowResY = #### and change them to this
WindowResX = 1024
WindowResY = 768
Then save he had me do this on DX9 also and it got pasted the video even let me skip the video if i wanted to and seems to work hope this works for some of you also

Disable desktop window manager session manager

Launch Civ 5 directly from the .exe file in the game folder not through Steam

Lower your desktop resolution to 1024×768

Restart in administrator mode
Validate game files (still got that 1 bad file)

Ran following install files:
VCRedistvcredist_x86.exe (C++ repair *first time this was suggested and tried*)
DirectXDXSetup.exe
Restarted machine
Launched DX9 directly through civ folder (not through steam)

I’ve been able to run a couple dozen turns in the Renaissance Era with no crashes on the DX10/DX11 executable with no freezes or crashes with all settings on ‘Medium’. I’m going to try ‘High’ next and see what happens.

I’m not sure which exact setting has helped out here, but basically, what I’ve done is this:
Went to my nVidia control panel.
Went to Manage 3D Settings
Added civilizationv_dx11.exe with the following settings:
Anisotropic Filtering – 4x
Antialiasing Transparency – Multisampling
Texture Filtering Anisotropic Sample Optimization Off
Texture Filtering Negative LOD Basis – Clamp
Texture Filtering Quality – High Quality
Texture Filtering Trilinear Optimization – On
Threaded Optimization – On
Vertical Sync – Force On

Civilization V Freezes PC Fixes 5:Problems Starting Civilization V Demo
Try to play the demo in compatibility mode DirectX 9 and see if the game starts properly.
