Safety and Security:   Safety is the state of being "safe", the condition of being protected against physical, social, spiritual, financial, political, emotional, occupational, psychological, educational or other types or consequences of failure, damage, error, accidents, harm or any other event which could be considered non-desirable.   Security is the degree of protection against danger, loss, and criminals.   Security as a national condition was defined in a United Nations study as a state at which countries think that there is no danger of military attack, political pressure, or economic coercion, so that they can develop and progress freely.   With respect to classified matter, the condition that prevents unauthorized persons from having access to official information that is safeguarded in the interests of national security. Measures taken by a military unit, an activity or installation to protect itself against all acts designed to, or which may, impair its effectiveness.   Types of Threats:   There are two types of threats: Conventional and Unconventional   Conventional threats require conventional methods.   Unconventional threats require unconventional methods of planning, preparation, interdiction, response and mitigation.   Safety and Security Requirements:   We require security and safety against threats, either conventional or unconventional: warfare, natural disasters, accidents, or other means.   We require security and safety for the following:   Weapons of Mass Destruction Multiple Simultaneous Terrorist Attacks Natural Disasters Hazardous Material Incidents Anthrax Attacks Cyber Events Civil Disturbances Major Power Outages Major Transportation Incidents Mass Casualties   We should have site-specific Emergency-Action Plans, including relocation or evacuation plans, for the following situations:   • Chemical Attack • Biological Attack • Radiological Incidents including Dirty Bombs • Nuclear Attack • Hazardous Material Accidents • Pre-notification of attacks (threats) • Suspicious Packages • Mailroom Incidents • Explosions • Civil Disturbances • Power Outages • Natural Disasters: Earthquakes, Hurricanes, Floods, Severe Heat/Cold, Tornados • Major Medical   Principles for Safety and Security:   These four principles are the cornerstone of our Emergency Planning and Preparedness:   • Prevention • Preparation • Response • Recovery   Standards Organizations:   A number of standards organizations exist that promulgate safety and security standards. These may be voluntary organizations or government agencies.   American National Standards Institute   A major American standards organization is the American National Standards Institute (ANSI). Usually, members of a particular industry will voluntarily form a committee to study safety issues and propose standards. Those standards are then recommended to ANSI, which reviews and adopts them. Many government regulations require that products sold or used must comply with a particular ANSI standard.   Testing laboratories   Product safety testing, for the United States , is largely controlled by the Consumer Product Safety Commission. In addition, workplace related products come under the jurisdiction of the Occupational Safety & Health Administration (OSHA), which certifies independent testing companies as Nationally Recognized Testing Laboratories (NRTL).   Government agencies   Many government agencies set safety standards for matters under their jurisdiction, such as:   Food and Drug Administration Consumer Product Safety Commission United States Environmental Protection Agency   For more information visit: http://allhazardsgroup.com
