The steps involved in the petitioning for a US immigrant visa can be very complicated. If your case is simple with no questionable items involved, you may be able to do it yourself. However, there are many detailed laws, regulations, procedures and practices which are frequently revised. To make matters even more confusing, many different US government agencies often get involved in the process. They may include the US Embassy, US Citizenship & Immigration Services (USCIS), US Department of State, US Department of Labor, among others.
It hurts us when we see persons in our office who have attempted to file a US visa or immigration petition paying some "freelancer" or maybe a travel agency to do it for them, (hey, they are the experts because they do tourist visas). They have often paid thousands as up-front payments, only to see their petitions or applications denied.
Some have tried to do it themselves (how difficult can it be to fill out a few forms), but overlooked items the government considers important. Maybe a friend who went through the process some years ago told them how do it not knowing that the US immigration law is one of the most complex areas of American jurisprudence and because it is entirely statute driven, it can change very quickly. If you don't keep abreast of new legislation the ignorance can be very damaging.
In this petitioning process you don't get to correct your mistakes. The review of your petition is simple, "approve" or "deny". The interview with the US consular officer is another difficult hurdle you should not attempt without knowing what is expected of you. The US Embassy in Manila is known to be one of the toughest ones to deal with. One "white lie" and your visa maybe denied forever.
You need to have all the supporting documents, and follow the prescribed procedures to the letter. Additionally, the US government sees its role in the visa and immigration process only as enforcing the laws and not to give advice to the petitioner.
